A Strong Floor is a sturdy foundation, one all our citizens can stand atop, fortified by planks that include access to education, healthcare, homes, jobs, capital, justice, security, infrastructure, functioning democracy, and credible information. 

We certainly have the resources, technology, and abundance to build this Strong Floor, but it’s not just about the floor.

Americans have always looked up, not down, to strive for more. There should be No Ceiling to our aspirations, whether for a new immigrant, a small business owner, or, yes, a billionaire. We should be unafraid to applaud achievement and innovation. We do not need to vilify the most successful people and businesses.

America succeeds as a nation —and can afford that Strong Floor—when we support companies big and small, elevate visionary entrepreneurs and leaders, and celebrate an attainable and growing middle class.

These principles together form a new foundation for the American Dream, or a future where everyone has the opportunity to succeed, no matter where they start.

What Battleground states Are Telling Us

Americans are frustrated, disillusioned, and looking for a clear plan for our country—and new polling shows that Strong Floor, No Ceiling resonates powerfully when they hear it.

No research of this kind was done during the writing of the book. In December 2025 for the first time, we surveyed likely voters in the battleground states of Michigan and Georgia to test whether a simple, balanced framework could rebuild trust in opportunity and ambition at the same time.

Large majorities support a strong floor built on affordable healthcare, education, jobs, housing, and justice—and at the same time overwhelmingly believe there should be no ceiling on success for those who work hard, pay taxes, and play by the rules.

Across both states, voters were significantly more likely to support candidates who embrace this message, confirming that Strong Floor, No Ceiling offers the kind of intuitive, hopeful, and unifying vision Americans are hungry for.

Oliver B. Libby is a civic entrepreneur, businessowner, investor, philanthropist, and policy advocate, committed to building solutions at the intersection of innovation and impact. With Strong Floor, No Ceiling, he presents a radically moderate blueprint for restoring the American Dream through shared values and practical action.

Libby serves as cofounder and Managing Partner of H/L Ventures and CityRock Venture Partners, where he helps launch and grow mission-driven startups across America. He is also the cofounder and Chair of The Resolution Project, the premier global organization supporting socially responsible young entrepreneurs. These organizations combine to have launched nearly one thousand start-ups in around 100 countries and across the United States, raising billions of dollars and impacting millions of lives.

A passionate advocate for bipartisan reform, Libby brings a unique blend of public, private, and nonprofit experience to the national conversation. Early in his career, he also worked on Capitol Hill and in the intelligence community. He has advised leaders across political and economic sectors and been featured by some of the world’s premier conferences and publications.
